NATIONAL LURCHER AND RACING CLUB RULES
Rule 1
The Club shall be known as ‘The National Lurcher and Racing Club’ and shall hereinafter be referred to as
‘The Club’
Rule 2
The objects of the club are the promotion, protection and the general welfare of the type of dog known as
the Lurcher
Rule 3
Membership shall be open to anyone regardless of whether or not they own a Lurcher. Persons over the age
of 16 years shall be full members, and persons under the age of 16 years shall be junior members. Each
member shall have one vote at any club meeting, save that no Junior Member may vote on a matter of
finance. Membership of the club lapses with the expiry of the member’s current subscription.
Rule 4
The Committee shall have absolute discretion to refuse to accept any person as a new member without
being required to give any reasons for doing so. The Committee shall have the absolute right to refuse
to accept any application for renewal of membership without any requirement to give reasons, except where
a current member is the subject of a current discipline procedure. In such cases the membership will be
renewed pending the final outcome of the discipline procedure.
Rule 5
Full members shall pay an annual subscription of such amount as shall from time to time be decided by the
Committee of the club. Junior members shall pay half the full amount.
Rule 6
The Treasurer of the club shall maintain the funds in a bank account. Which Bank is to be used shall be a
matter within the absolute discretion of the Treasurer. The Chairman, Secretary, Treasurer and
Membership Secretary shall be authorized signatories to the account with a requirement that any two shall
sign cheques.
Rule 7
No funds payable to the Treasurer under the provisions of these rules shall be refundable under any
circumstances. This provision does not affect the principle that in exceptional cases refunds may be
made at the discretion of the club Officers
Rule 8
Any current member of the club shall have the right to inspect any cash book or other accounting
record of the club subject to having given reasonable notice of his wish to do so to the Treasurer.
Rule 9
In the event that for any reason the club ceases to operate, any balance of monies remaining to its
credit after all creditors have been paid shall be distributed to one or more charitable bodies concerned
with the welfare of animals. Such distribution shall be made at the discretion of the Committee.
Rule 10
The Clubs officers shall comprise a President, Chairman, Vice-Chairman, National Secretary,
Treasurer and Membership Secretary. These officers shall be elected tri-annually by the
Annual General Meeting.
Rule 11
The Club shall be managed by The Committee who are directly responsible for the running of its affairs
and shall meet twice a year to deal with all matters to do with the running of the Club. The Committee
will consist of: The president, Chairman, Vice – Chairman, National Secretary, Treasurer and
Membership Secretary.
Rule 12
The Committee shall have an unfettered discretion to delegate all or any of its functions to sub-committees
as the need arises.
Rule 13
The Club shall hold an Annual General Meeting in each calendar year on a date to be determined by the
Committee. Every member of the club shall have the right to attend, upon production of their current
membership card. If for any reason beyond the control of the club an Annual General Meeting is not held
in any particular year those members currently serving as officers and committee members will remain
in their posts until a General meeting is held.
Rule 14
An Extra- Ordinary General meeting may be called by the Committee at any time. An Extra ordinary
general Meeting may be called by the demand of any group of 40 members. Such demand shall be in
writing and shall be signed be each of the members concerned. Such demand shall be delivered to the
National Secretary forthwith. Upon receipt of such demand the National Secretary will call an Extra-ordinary
general meeting within six weeks. The time and place of the meeting will be determined by the Committee
Rule 15
The committee reserves the right to expel from the club any member who in their opinion has engaged in
any conduct likely to bring the club into disrepute. Upon receipt of a written proposal to expel, the member
has the right to an oral hearing before a Discipline Committee comprising the six club officers, or any
four of them should some not be available. In the event that the committee decides to expel the member, the
member shall have the final appeal to the next Annual General Meeting. No members shall be entitled to
the benefit of legal representation in any discipline hearing. The club shall not engage a legal
representative to present any discipline case
Rule 16
The Committee reserves the right to determine any matter not covered by the rules
Rule 17
The Club Rules shall only be changed at the Annual General Meeting. Any member proposing a change of
rule shall give six weeks notice in writing to the National Secretary. Such proposal shall be signed by a seconder.
Rule 18
Motions to be moved at the Annual General Meeting other than those originating from the Committee shall
be notified to the National Secretary in writing no less than six weeks before the Annual General Meeting.
Such motions shall also be signed by a seconder.
Rule 19
The Club will not accept liability for any loss of injury suffered by any member during the course of any club
activity, save for the death or personal injury caused by the negligence of the Committee, its servants or agents.
Rule 20
The club will not accept liability for any injuries to dogs, or for any contagious disease contracted by a dog at
any club event or activity. Every member takes part at their own risk.
Rule 21
No Club officer or member has permission, right, or authority to accept any legal liability on behalf of the club.
legal liability will only be accepted by the club officers in consultation with the club’s Legal Advisor. Any
member who accepts any liability other than in accordance with this rule will be deemed to have done so on his
own behalf. No member will purport to represent the policy of the club on any issue without due authority.
Rule 22
Any member of the club who organises, or who participates in organising, any club activity or event shall
complete such documentation as is required by the national Secretary. Any such documentation shall be
completed forthwith and shall be forwarded to the National Secretary within seven days of the completion
of the event or within such longer time as the National Secretary in his absolute discretion shall determine.
Rule 23
Any breach of the club rules shall be deemed to be conduct likely to bring the club into disrepute within
the meaning of rule 15.
Rule 24
In the determination of any club matter by way of voting, the Chairman of the General Meeting or
Committee Meeting as the case may be shall have no vote> The Chairman shall be entitled to exercise
a casting vote in cases where the meeting vote is equally split.
Rule 25
It is a condition precedent to club membership that the member have read these rules and accepts
them in their entirety.
Rule 26
A member must have been a fully paid up member for at least the previous two consecutive years before
standing for a position on the Committee.
